MoHUA Strengthens Legal and Urban Development Frameworks with Key Appointments and Policy Initiatives

The Ministry of Housing and Urban Affairs (MoHUA) is actively reinforcing its institutional capacity and pushing forward with its mandate concerning urban development and housing across India. Recent announcements from the Ministry highlight key personnel hirings and the sustained implementation of several significant urban schemes.

Key Appointments and Recruitment Drives

MoHUA has initiated a recruitment drive to bolster its operational capabilities. Notably, the Ministry is hiring In-House Legal Consultants on a contract basis for the Land & Development Office (L&DO). This move underscores the Ministry's commitment to strengthening its legal expertise in property and land management matters.

Additionally, the Ministry is filling various executive positions, including:

• Executive Director, Building Materials and Technology Promotion Council (BMTPC): Through direct recruitment, deputation, or contract appointment, aiming to enhance the promotion of sustainable building materials and technology.
• Officer on Special Duty (Urban Transport): A Joint Secretary-level position to oversee urban transport initiatives, with an extended application deadline.
• Director (Ministerial) in DDA: A Level 12 position on deputation within the Delhi Development Authority.

Ongoing Policy Initiatives and Schemes

• Swachh Bharat Mission (SBM): Focusing on sanitation and waste management, aligning with the 'Waste to Wealth' people's movement emphasised by Prime Minister Modi.
• Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0): Aimed at providing universal access to water supply and improving sewerage and septage management.
• Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0: A flagship scheme dedicated to achieving 'Housing for All' by providing affordable housing to eligible urban beneficiaries.

Organisational Structure and Mandate

MoHUA, re-merged with the Ministry of Housing and Urban Poverty Alleviation in 2017, is the nodal agency for formulating and administering rules, regulations, and laws related to housing and urban development. Its jurisdiction covers a wide array of functions, from urban planning to infrastructure development.

In July 2026, a significant organisational change occurred with the carving out of the Department of Capital Development, specifically designed to streamline operations within the National Capital Region (NCR) and decouple local capital governance from broader national urban policy initiatives.

The Ministry also acts as the Cadre Controlling Authority (CCA) for the Central Architects Services (CAS), Central Engineering Services (CES), and Central Electrical and Mechanical Engineering Services (CEMES) within the CPWD, underscoring its role in managing key government service cadres integral to construction and infrastructure projects.
